Include use cases from the DSKPP I-D
Piece together outline and content from RFC 4758 and existing Keyprov protocol I-Ds
Rely on and describe XML schema and messages put together by Ming and Andrea
At this time, not include the SOAP binding inside the draft as per recommendations at Prague meeting.
